No 12, of the 28th March, a copy of a letter which has with the concurrence of my learned legal adviser been sent by the Acting Colonial Secretary to the Acting Superintendent of the Gaol.

The instructions contained in this letter taken in connection with the new Gaol regulations and the Diet Scale constitute all that it has been thought necessary after consultation with the Chairman of the Gaol Committee, to enforce at once.

There are other changes which I think should be made, but it has been found impracticable to make them without fresh legislation, and they will therefore stand over to be dealt with by W. Connesson.

It is clear that legislation of some kind is needed, as I have already said in my previous despatch on the intention of the Government in this respect.
